Summary 

The development of modern economy, first of all, determines the level of innovation and globalization. Innovations are based on new ideas, technologies, management and marketing solutions based on new ideas, scientific findings and inventions. In the efficient industrial economics is highly development today the process of commercialization and transformation into industrialized buseness of innovations and scientific research results. Scientists describe modern global economy as a transition to an "innovative (knowledge) economy". Innovation is the result of innovative activity, the specific content of innovation is expressed by change, transforming. The main function of innovative activity is to make changes. The innovative process is related to the creation, development and dissemination of innovation. Innovation creators (innovators) use such criteria as product life cycle and economic efficiency. Their strategy is aimed at winning competitors, creating a unique novelty that will be recognized in the given field. Developed countries convincingly the development of the new stage of innovation. The use of the news becomes a repeat process based on thoughtful, purposeful and systematic basis.

In the industrial economy, innovative activity was predominantly in the borders of the national economy, but today the situation is radically changed, as all other spheres, innovative activities are also affected by globalization. This means that the production and distribution of innovations goes beyond the national boundaries and acquires multinational character. In addition, innovations developed in one country are very rapidly spread to other countries, which naturally accelerates their pace.

The two most important trends in the field of innovative activities developed in the 1990s are: the first is that funding of scientific-research works gradually shifts from the public sector into the private sector; The second –the role of venture capitalists is increasing in the elaboration of scientific research and new technologies.

The world experience shows that the states that choose the innovative model (the way) of economic development effectively use the state's innovation policy. The state innovation policy is a part of the socio-economic development program that expresses state attitude to innovative activity. State innovation policy should be directed to activation of innovative processes in all areas of economy. Improvement of investment climate; Creating favorable conditions for effective use of market mechanisms for the stimulation of scientific-technical potential and innovative activities; Development of innovative infrastructure; Research and effective use of relevant skills of scientific and technical personnel etc.

It can be said that important financial resources for the development of innovative sphere in Georgia should first of all be allocated by the state, as well as bys risky organizations, pension funds, individual persons, insurance companies and others. It is advisable to create venture risky firms. In addition, scientific and technical programs should be funded from the budget and special funds. In addition, the state must create a proper legal framework for the formation and development of risky firms. Therefore, it is necessary for the state  to create a favorable environment for the development of innovative sphere: tax, credit, patent, trading, licensing, export, import and other fields. In the modern conditions, taking into account the achievements of scientific-technical progress, we should define our country's development strategy and form the main priorities of scientific research and development. Main problems of the state vital development of Georgia (state defense, state security, development of transport, energy, communications, information system etc.) should be solved using STP achievements, on the basis of which should be defined the priority directions of investigations (ie, Georgia's economic development strategy should be formed on an innovative basis).

Practice makes clear that the development of innovative spheres (science, technology, and scientific fields) creates a solid foundation for economic development, determines borders between poor and wealthy countries. Therefore, the formation of the national innovation system is the main factor for the long-term development of the world economy. To make the country bollous an innovative development path, it will have to activate innovative activity and create relevant scientific-technical potential. It is necessary to reorganize national farming on the basis of science-intensive production, and as a result, the country will be able to strengthen its positions on the world market.

In the global competition, the countries that create appropriate conditions for human development, scientific research and scientific-technological progress are winners. To form an innovative economy, it is important to establish an innovative strategy that is to be derived from the experience of successful countries and national characteristics of individual countries. Priority for innovative activities is the formation of a national innovation system. Companies will not be able to achieve success in intensified competition, if they do not have time to introduce innovations in their technological process, will not be able to optimize communication and management and will not have new inventions earlier than competitors. Innovative activities promote the integration of science and production, as a connecting link. Under globalization, when the competitiveness of the individual national economy is primarily determined by the level of technological development, it is significant and important to for innovative economics based on the development of venture business. Creation of venture funds and Institutions shall be done by a unified strategy of state, educational institutions and industry; The formation and development of industrial and techno parks and zones, clusters must be promoted, the real implementation of which will enable the expansion of the innovative economy and maintain the competitiveness and identity of individual states in the global space.

To achieve the growth of Georgia's economy, the new and the latest techniques and technologies should be widely introduced. This requires the creation of market infrastructure, the establishment of exchanges, banks, insurance companies, specialized targeted funds, risky and innovative firms, leasing, marketing, audit, engineering and other firms. It is necessary that the State, in the process of improving the framework of the market infrastructure development, should  accelerate innovative processes, prepare highly qualified personnel. In addition, the relationship between science and production should be built on the basis of mutual benefit, on the basis of merging personal and public interests. State regulation is mainly implemented by indirect methods (tax, customs, credit investments, benefits and incentives, etc.). Through communications systems occurs, dissemination of news, firms, mediators, buyers, establishing relationships with the general public (advertising, sales, stimulation, etc.). At this time, it is of great importance that the public opinion can be established through seminars, specially published literature, public expositions, exhibition-sales, charitable programs, etc. Thus news dissemination should be carried out both as communicative and stimulating (premiums, guaranteeing return of money, free sample submission, product credits, etc.) measures.
